About Us

The origins of DLP Planning Ltd date back to 1991 when OR Planning was founded in Bedford, changing its name the following year to Development Land and Planning Consultants Ltd. Since that time the founders Simon James and Neil Osborn have seen it grow significantly, reflecting the broad-based expertise of its staff and the success it has delivered to its clients in a wide range of planning activities.

Its first regional office was at Wokingham in Berkshire on the acquisition of a small local planning practice in the town.  This extended the geographic scope of the Company and its success was quickly followed by the opening of an office in Sheffield, led by Roland Bolton, formerly of Sheffield Hallam University. Subsequently, a presence in Bristol was established to offer transportation planning services and following this, the company acquired Inskips, a long-established architectural practice in order to extend its offer into the realms of design and masterplanning.

In 2006 the practice was restructured and the DLP Consulting Group was formed to reflect the diversity of professional services offered.  To reinforce the diversity of the Group’s companies, the architectural business was rebranded as CASS and the transportation company became Matrix, allowing the offer of an expanded travel planning, engineering and flood risk assessment capability. More recently Community Resource Planning Ltd has also been formed as a new addition to the DLP Consulting Group, specifically to support community and neighbourhood planning initiatives.

Today DLP Planning Ltd operates from eight locations – Bedford (which remains its headquarters and central services hub), Bristol, London, Nottingham, Rugby and Sheffield, Milton Keynes and Leeds. Each office offers, or has access to, the full range of the Company’s planning services as well as those offered by Community Resource Planning, CAS and Matrix.
